i lost my school laptop so i brought a home one and when i downloaded the browser it wouldnt let me test because it was 9.0 and i needed 10.0 but when i tried downloading the 10.0 it said webpage unavailable

Yes, you can use a home computer to do this. The FSA Secure Browser requires version 10.0 to test, so you need to download the 10.0 version. You may need to check if the webpage is available again or try downloading it from a different source.
